Carl Parker is a true Texas Success Story -- through hard work and a solid vision, he has earned an unsurpassed reputation as an attorney and a public servant in the Lone Star State.  As senior partner in the Parker Law Firm and a well-known Texas lobbyist, Parker has built his career by putting his reputation and experience to serve others. 

Carl Parker was born in Port Arthur, Texas on August 6, 1934.  His father H.A. Parker was a labor leader and former Mayor of Port Arthur.  His mother, Juanita Christian Parker a dedicated homemaker originally from Logansport, Louisiana.


Legal Career

Carl Parker is the owner and senior partner of the Parker Law Firm.  Established in 1958, the Parker Law Firm is devoted to providing top quality representation to clients with variety of legal needs.  Parker is admitted to practice before the U.S. Supreme Court; U.S. Court of Appeals, Fifth Circuit; and the U.S. District Court, Eastern District of Texas.   

As an attorney, Parker has handled almost every imaginable kind of case from minor criminal cases to federal crimes and capital murder cases.  Over the course of his legal career, he has represented foreign governments, handled multi-million dollar business litigation and secured justice and multi-million dollar financial compensation for clients in personal injury litigation.  Parker has both prosecuted and defended cases involving up to $100 million as well as recovering judgments for claimants in excess of $3 million.

As part of his commitment to maintaining an international dimension to his professional activities, Parker formerly represented the Republic of Liberia. Through his efforts, Parker assisted the developing West African democracy in its efforts to build greater prosperity and opportunity through its ties with the United States.

Parker is graduate of the University of Texas Law School, Class of 1958.  He was licensed to practice law by State Bar of Texas in March of that year.  In 1958, Parker joined the Naval Reserve as a Judge Advocate General (JAG), a naval lawyer.  In this capacity, Commander Parker served his country by handling over 500 cases and courts martial during his tenure with the Naval Reserve.

He is also an active philanthropist, man of letters, and member of the community .  He is committed to nurturing and guiding the next generation of legal professionals, endowing Carl Parker Scholarship at the University of Texas School of Law. In recognition of his contributions to higher education in Southeast Texas, Lamar University honored him by dedicating the Carl Parker Building in Beaumont.  In 1992 the Texas State University System named the Carl A. Parker Multipurpose Center at Lamar State College-Port Arthur.

In 2008 Lamar University and the Beaumont Foundation of America honored Senator Parker with the Southeast Texas Legends Scholarship.  The $100,000 endowed scholarship will assist underserved students attending Lamar University.

With his unique legal and legislative experience, Parker’s opinions are often sought after on a wide range of topics.  He is frequently requested as a speaker and panelist at a variety of events.   Parker has represented the United States at an international education roundtable at Oxford University.

He is married to Dr. Beverly Stiegler Parker and have three children, Valerie Parker Hintzen, Christian Ann Parker and Carl Allen Parker, Jr.   He is also a proud grandfather to four.
